Update: Massachusetts has delayed the start of the required PFML contributions, from July 1, 2019 to October 1, 2019. Due to the shorter tax collection period, the total tax rate has been increased from 0.63% to 0.75% of employee qualifying earnings and the contribution rate split has been adjusted accordingly.
Last year, the Governor of Massachusetts signed the Paid Family and Medical Leave Act into law making Massachusetts the seventh state to implement a state-mandated paid family and medical leave benefit. To fund the benefit, employers with at least one employee working in MA will pay a new tax starting in July 2019. Paid benefits will not be available to MA employees until 2021.
In January 2019, the MA Department of Family and Medical Leave (DFML) published draft regulations, which are available on www.mass.gov/DFML along with other resources, such as employee and employer guides. We encourage employers to visit the DFML website, sign up for the newsletter to receive updates directly from DFML, and download the mandatory workplace poster to notify your employees of their rights.
