UPDATE – Use of DC Health Link for DC Employers

We previously provided guidance on the ACA’s Small Employer Market Definition in 2016 and how small employers in DC are affected by the city’s mandate to use the DC Health Link to purchase or renew medical coverage.

We have the following updates from the DC Health Link. Please note that this information affects our clients that are based in DC, have 100 or fewer employees, and sponsor an insured non-grandfathered medical plan:

  • Employers with 50 or fewer employees that renew medical coverage prior to July 1, 2016 do not have to use the DC Health Link until the next renewal date in 2017.
  • Employers with 50 or fewer employees that renew medical coverage on or after July 1, 2016 must renew medical coverage through the DC Health Link.
  • Employers with 51-100 employees that become redefined as a small employer in 2016 do not have to renew medical coverage in the DC Health Link until further notice. Once redefined as a small employer after available transition relief ends, use of the DC Health Link is available but not mandatory. DC will address this size employer in the future, with public input.
